How to expand P390(on hercules) device?

Hi,
   I am a hercules newbie and sorry if the following question is
stupid.
   I installed hercules 3.01 + zos v1r3 demopkg on windows xp. My
hard disk has 10GB free space and I want to download a 70MB file
from ftp to zos omvs. The following is log:

   How to solve it? Create a new DASD device and mount it to zos
omvs?
   Any suggestions are welcome and very appreciated!

   First, did you check with IBM before running
zOS under Windows.  There could be a licensing
problem.

   Second, this is a Hercules forum, not zOS.
Posting the correct place might get better
answers.

   My guess would be that your zOS HFS is
full.  Did you follow instructions when you
set up TCPIP on zOS?  I don't know why zOS
refers to an HFS file as a data set or must
use HFS work space for a simple get.

   Look the error message up in the manual
for your system.  For mine, ChicagoSoft's
MVS/QuickRef 5.5 for OS/390 2.4.0 has:

  EDC5133I No space left on device. X'00'

  Explanation:  During a write() function
 to a file, there was no free space left in
 the HFS. This error may also occur when
 extending a directory. This message is
 equivalent to the POSIX.1 ENOSPC errno.

  Programmer Response:  Allocate additional
 space for the file system. Refer to OS/390
 C/C++ Run-Time Library Reference for the
 function being attempted for the specific
 reason for failure.

  System Action:  The request fails.
 The application continues to run.
